About me
Dr. Elena Kelley serves as the Director of Multilingual Education and Student Supports in the Mukilteo School District, where she leads strategic initiatives supporting multilingual learners and historically underserved student populations. With more than 25 years in education, she has served as a teacher, instructional leader, and administrator across Washington, Oregon, and Nevada. Dr. Kelley oversees state and federal programs, including Title I, Title III, TBIP, LAP, Dual Language, and refugee grants, while facilitating professional learning in equitable and inclusive practices. She holds a Ph.D. in Special Education and Disability Studies from the University of Nevada, Reno, and is a published author and frequent presenter on multilingual learner education, Universal Design for Learning, and equitable instructional systems. Dr. Kelley is committed to expanding access, opportunity, and success for all students.
